If we want to assure equal learning opportunities to all kids, and pipelines to careers for all kids born in poverty, we need to find ways to fund volunteer-based tutor/mentor programs operating in high poverty neighborhoods. Instead of competing for shrinking resources, let's find ways to work together to expand resources.
