Here's some articles I wrote about benchmarking that I encourage you to view. http://tutormentor.blogspot.com/search/label/benchmarking . When I talk to people who want to start a new program the first think I suggest is that the spend time looking at the web sites of existing programs. Make a list of those who  you think do good work and that you'd like to copy in your own efforts. Over time that list becomes that starting point that you and your fellow leaders would use to define the vision, mission and strategy of your own program.
